In August 2007, the Urban Land Institute (ULI) issued its report, "Ten of the Valley's Hottest Intersections" (Figure 1). Intersections highlighted in the report included 24th Street and Camelback Road in Phoenix; Scottsdale and Camelback roads in Scottsdale; and Rio Salado Parkway and Mill Avenue in Tempe. A number of factors were considered when selecting these top 10 intersections, such as population, traffic counts, income, land use, development and zoning.
